You cannot change this setting in revit unfortunately.

With dashed lines revit starts and ends each segment with a dash in order to get around issues where lines used to be longer than they were actually displaying and not showing corners correctly.  Your only workaround would be to change to a finer dashed line so the arc segment is long enough to have a dash at either end with a gap...
