All visibility settings are turned on in the structural framing categories.

The members show up in 3d. there are other items in the same work plane visible.

 I have no idea why these would not show up in my plan view.

 Please somone help me.

This isn't the whole file, I don't think my company would allow that, but this should be adequate.

If you notice along grid C between 3 & 4 in 3d there is a member and in plan there is not.

There are other members like it that have displayed but most of them especially the ones on the west I couldn't create in place,  I was only able to copy them to that location, but this particular spot I can't seem to force any method.  Any advice would be appreciated.

Totally understandable. 

I get an error message. Maybe some screenshots might give us enough information.

Is your member by any chance completely above the cut plane?

I have seen this many times. I would guess that you have the Vertical Projection plane set to a different level. Check the properities on the member and change the Vertical Projection Plane to match the level you want to view it on.( near the bottom of the properities under Analytical Model settings)
