I am trying to make a curved exterior wall for a circular staircase. If someone could explain to me how that is possible, I would really appreciate it.

with the wall tool drawing a straight line is not the only option... when you click "wall" on the design bar, you have a number of shape options for the wall in the options bar... several of them allow you to draw curved walls... you can also use the pick tool to pick the edge of your curved stair.

Making a curved wall is the same as drawing a curved line. Click on wall & up the top of the screen you will see 3 options next to chain - line, rectangle, curve. Hit the arrow after these options for a drop down menu with all the options you will need. If you need to make a wall that follows the handrail, you can extrude a wall & add a void to cut the unwanted section out.
