What is the best option for working on the same file from 2 different offices? One of us, does not have an Autodesk subscription.

If you both have Revit licenses, then there should be no problems with the file. Your only problem will be file sharing process and the cloud would be the best answer for that.

What if the other party doesn't have a Revit license?

Then I would never be involved with them. I value my own integrety too much to stoop down to that level.
That may also subject your project to litegation from Autodesk.
