Is it possible to take a profile of a sill plate and "nest" or insert it into a profile of a cap block so I may generate a model of the sill plate on top of a cap block? I wish to do this so I may change the dimensions/parameters of the cap block and sill plate independently for custom needs.

I think teafoe answered you correctly in your other post. The cap block should be part of the wall. The sill plate cout be a sweep element but the cross section view of these items is far better off being just a detail element rather than an embedded detail item.
In this case, your foundation wall should be your block width with a thinner section at the top where the cap block is. You can describe all of that in your wall type.
