Using Revit 2014 on Windows 8.1

After I place a building section the section box is not attached to the section heads.  I have noticed that occosionally they do seem to be linked and if you move one the other will move as well but I cannot figure out how to control that function.

Is there a way to manually attach and detach the section box to and from the section head for a building section?
