why is it that my temporary angular dimension reads the the thousandth (0.000) but my project units and dimension units are set to the hundredth (0.00)

What are your unit settings for your dimension? All dimension settings in Revit are type based and you can have multiple types each set with different precision.

I have attached a screen shot of my project units and my angular units are set to the same.

I believe my question is answered now. I had the "suppress 0's checked.
