Revit 2014

I've been wondering for a while now why revit won't let me unlock layers of a wall that aren't adjacent to one another.  Anyone have an answer as to why when they were creating this program they wouldn't think to give someone that option or why after so many years that option still is not available? Having this tool would open up so many doors.  Is there something that fundamentaly doesn't make sense given how Revit works?

I mean for a program that prides itself on being able to do accurate quantity take offs and scheduling "bIm" how can they expect us to achieve the "I" without such a tool to control the height of gyb bd on BOTH SIDES of a metal stud wall independently (no i don't want to unlock the middle layer and have gb be the same on each side).  I have been using Revit for about 2 years now and have learned a lot and still have a lot to learn but this is one thing that I just don't get.  And if they haven't fixed it by now then I can only assume that it will never be fixed because they simply can't for whatever reason.  And that is very sad.  Any tips out there are greatly appreciated.  Thanks.

Why? Just unlock the layers and don't move the stud layer. I don't have an answer as to why it is this way, you'd have to send it to Autodesk.
