how do you get the drafted view (which contains some raster images in my screen shot)  to not cover over my plan view. I guess I want to be able to crop the drafted view...but there is no crop tool at the bottom controls.

You should not place CAD or images in a view that can't be cropped unless they are already cropped.

Use a legend view because that can be cropped.
