Why I can not get the XX% format in the slope annot in 2013? Only xxx/1000 format appears. Please help.

Under Manage>Settings>Project Units you can change how you want the slope to appear.

Of course I know that, but nothing changes when I change that setting. Why could be that?

Change it in the annotation properties.  It does not have to be project units.
