what are the basic steps to plan a new project for revit.

Thats a loaded question.  It depends on where you are starting from.  Do you have a project template set up? That is usually the starting point. Then just like a normal project start with Levels and Grids.

where can i get the best template for revit 2013 for arch,mech and electrical which contain most of the things.

You need to create a template file that has YOUR office standards in it.

As President Bill Clinton once said, that all depends on what the definition of "is" is. Yours depends on what the definition of "best" is. But I think is something you will have to develop to your own needs.
