Problems with Best quality nighttime rendering. Exterior rendering with interior lights only works fine in draft and low settings but I only get a black screen when at high quality. Revit 2011. Any thoughts?

One question: Did you finished the render process or you stopped it?

It gets "stuck" around 13% for several hours then jumps to 100% with a black screen.

Did you post this on LinkedIn? Hopefully you are the same person... Anyway, here is my response
I saw that your building is quite large and you may just be seeing the Revit thinking black screen. If you are just looking for a "glowing" effect from within the building, get rid of all the normal lights and throw some studio lights in the spaces you want illuminated. See the attached pic. This took around 4 hours and was done in 2011 at the time (there are 4 images because I was playing with the image adjustments after rendering). I do realize there are some exterior uplights which you may not have but you can see the glow of the studio lights on various floors in the building. Also, try doing an exterior rendering with sun and artificial lights and change the time of day to something like 2 am so it is completely dark... (I can't recall the settings I had specifically for this).
The other option is to try the Autodesk cloud rendering which works awesome and is super fast. I am not sure if it is compatible with 2011 but I would definitely look into it.

This is definately an "out of RAM" problem. Do you really need a "Best Quality" render ?
