Good morning:
Title block not created by myself everyone on holidays who did
I need to edit the titleblock scale annotation and it is grayed out in element properties. If I choose to edit the family the scale shows as an 1/8"-1'. I can edit that but do not want it to change the entire project.

The scale may be a type variable and you would need a new titleblock type if it is.
Remember - A sheet can not read view scales.
