working in 2012
trying to Correctly start a symbols legend on the cover sheet.
I've found two outdated answers on this forum.
any info would be appreciated.

I don't know what you mean by out dated. The earlier answers are still basically correct. Only the interface has changed because we have the ribbon.

i could not find the drafting tab or the design bar
i did just find Symbol under the annotate ribbon
everything from there on out is correct.
