When I left or right click elevation levels t omodify the elbow the whole thing move up, i.e. Street Level 900mm, rt or lt click goes up to 1100mm. The lock icon is in the lock mode?? what am I doing wrong???

Turn off "Press and Drag", (bottom > right corner)
