Currently the handrail/ guardrail from my experience works fine until you have to work with the end conditions.  The rail at ends of steps do not have a parameter to change their angle so they follow the new level. Instead they continue to extend vertially the further they are extended as they follow the slope of their host.  Having a parameter that allows you to select the hosts per end while the midle has its host would allow better flexibility for rails to extend correct.

Also the ballasters become akward because of the limited host.  As a rail approaches the ends. It cannot correct its direction so the balaster like the rail continues to extend vertically.  A 3'-0" rail now becomes 3'-3" or w/e just so the balaster or post is not sitting on the very edge of the steps.

I would rather not have to create a balaster condition just for an end condition to look right for the extention of rails.  Balasters should be for posts and rails for rails not having to combine them to achieve a simple fix.

Railings need improvement in Revit.  That said, you can edit the rail sketch and add a new sketch line to extend the rail and it will be at the level rather than the slope.  I usual do a combo of extending the slope rail line then add the new non-sloped line.

Having done a bunch of stairs and railings in y Revit career and given the current state of the railing and stair tools, I've stopped trying to make one railing that tries to do everything.  Instead I to one railing for the actual handrail, and anther for the balusters.  I aslo use curtain walls if I have glass panels so I can control the layout to my liking without being a math wizard.
