I want to create a 20' long recessed light fixture. But the ceiling in the light fixture family template is 10'x10'. As a result, I cant get a ceiling cut-out longer than 10'.  How do I edit the host ceiling within the family?

You should be able to make a opening in the family whatever size you sketch it to. It shouldnt not matter what size the tempelate is.

I cannot make an opening larger than the ceiling in the family template. I get an error message "Cannot make opening." Is there any way to make the ceiling larger?

Create a non-hosted linear fixture.  Then create a faced based family - create your void in there and assign it to cut the host.  This will work on system families like walls and I think ceilings.  Then bring into that family your plain linear fixture.
