I have a horizontal sheet layout and rotated the view port 90 degrees to fit on the sheet. When I rotated the viewport, the viewport title didn't rotate with the view. Is there any way to rotate the viewport title as well? I have attached a jpg to help explain my situation. Any help would be great. Thanks

You can get around that by rotating the viewport before bringing it into the sheet. The title will then still be orientated horizontally.

Make the viewport active, pick cropping window, rotate 90 degrees, then adjust window to suit view. View will be rotated without rotating view title.
