I am exporting files to dwg and my crop region becaomes a viewport and is turned on in the new dwg file. Is there any way to export with the crop/viewport off so I do not have to go into each sheet and turn it off.

yes, we are having similar issues. Because when printing you have the option to turn off the crop box. This option is not there in the export options. Also I tried to make an export layer with 0 thickness for the crop box but that did not work either (export as hidden layer). So we are using a program called scriptEese to turn off the layer in cad (another kind of lisp file) maybe someone else has a better solution.
