I would like to host a series of 3D Line-Based Familes in walls, ceilings, floors, and roofs. I am looking for the capability of a 3D line based family being able to be re-sized in length, while being able to have it be hosted in other objects. Any thoughts?

A line hosted family is just that... If you want a face based family, use that instead. Maybe if you were more explicit on what you are wanting to do.

I am preparing to model a series of expansion joint covers.I would like to include a void form in the family to subtract from the host I insert the joint cover in to.

Changing the "length" to an instance parameter allowed me to adjust the extrusion as I would a line based family. See attached.
